The Copilot Dashboard is available to qualifying users without a paid Viva Insights licence. Any tenant with at least 50 assigned Copilot licences (or 50 Viva Insights licences) gets the full dashboard with all metrics and group-level filters. Tenants with fewer than 50 licences see limited features (readiness + tenant-level adoption only). Senior leaders in large tenants (2,500+ users, top 3 reporting levels via Entra ID) get automatic access. IT admins can grant access to any user via the Microsoft 365 admin center.
| Dashboard section | What it measures | Who uses it |
|---|---|---|
| Readiness | Licence assignment gaps, pinning, web search enabled, agent blockers | IT Admin · Global Admin |
| Adoption | Active users per app and feature, intensity of use, group comparisons | IT Admin · Copilot Champion · L&D |
| Impact | Copilot-assisted hours, assisted value estimate, feature-level impact | HR · CFO · Copilot Programme Lead |
| Sentiment | Thumbs up/down satisfaction scores, trends over time by group | IT Admin · HR · Copilot Champion |
Shows how many licences are assigned vs available, how many users are active in M365, and whether Copilot Chat is accessible to non-licensed users. Surfaces recommendation cards: users blocked from Copilot in Outlook, users not on a supported update channel, Copilot not pinned. Also shows agent adoption — how many users have used an agent, and whether agent access is blocked by admin policy.
Tracks active Copilot users per app (Teams, Outlook, Word, Excel, PowerPoint, OneNote) and per feature (summarise meeting, draft email, create PowerPoint, etc.) over the past 28 days. Also shows actions per user per feature — the intensity metric. Filter by organisation, job function, or group. The gap between "licences assigned" and "active users" is the adoption gap — this is the number to move.
Estimates Copilot-assisted hours and an assisted value figure based on active usage across features. Note: there was a known data issue affecting "Generate email draft" and "Summarise email thread" metrics from June 2025 through February 18, 2026 — those figures were underestimated. Data from February 18, 2026 onward is accurate.
User satisfaction scores collected from thumbs up/down feedback on Copilot responses. Available at tenant level (all tenants) and group level (50+ licence tenants with Viva Insights). Intent pattern analysis — in public preview — shows what employees are actually asking Copilot to do by app. CSV export of intent patterns is GA.
Dashboard metrics reflect data from the past 28 days with up to a 6-day delay. If you assign or remove licences, allow 2 days before the export metrics reflect the change accurately.
The Copilot Dashboard tracks usage of Copilot features within licensed Microsoft 365 apps. It does not track what users actually typed into Copilot prompts — only that a feature was used and how many times.
Dashboard shows no data. Either fewer than 50 licences are assigned, or data processing has not completed (takes up to 7 days after licence assignment). Check: M365 admin center → Billing → Licences to confirm count.
Group-level filters not available. You see only tenant-level metrics. Either your tenant has fewer than 50 licences, or you do not have company-level dashboard access. Group-level filters require 50+ Copilot licences and company-level access (not manager-level).
Export option not visible. The export feature must be enabled by an admin via Viva Feature Access Management (VFAM): Viva Insights admin → Copilot Metrics Export. If VFAM is not configured, the export button does not appear for eligible users.
Satisfaction data missing. Satisfaction tracking (thumbs up/down) went GA in April 2026 — if your dashboard was last reviewed before April, refresh the page. If still missing, it may require the tenant to be on the latest Viva Insights update.
